The Shad Derby Festival is put together every year by the Shad Fest Bureau. The Bureau consists of the Windsor Jaycees, Lions, Junior Women's Club, Civitan, Chamber of Commerce, Rod and Gun Club and Kiwanis. Each group sponsors one event each season.
